Proposed resolution for the SCFRW Board Meeting October 4, 2008:
Whereas South Carolina state government has increased budget spending 40% in the last few years;
Whereas South Carolina is already in a $250 million budget deficit for this year and has cut state agencies’ budgets 3% across the board;
Whereas the Governor of South Carolina is considering calling the legislators back to Columbia to rework the budget due to this dire situation, meaning that more cuts are inevitable;
Whereas in 2008, only 8% of votes in the State House were on the record, and an even lower percentage in the State Senate—1% of votes were on the record—for a total of 5% of votes on the record in the General Assembly;
Whereas the 2008 Spending Accountability Act which would have required a roll call vote for all bills with a fiscal impact was immediately diverted to the House Ways and Means Committee where no action was taken;
Whereas the people of South Carolina have a right to know how their elected legislators voted on items of fiscal impact, since it is the taxpayers’ monies being spent;
Whereas the people of South Carolina have a right to know how their elected legislators voted on any issue of controversy, as the people elected that official to represent them;
Whereas open and transparent government is in the best interest of our state and a government “of the people, for the people, and by the people;”
A. Be it resolved that the South Carolina Federation of Republican Women stand for the Haley version of On the Record Voting, known as the 2009 Spending Accountability Act, which will require on-the-record voting for: 2nd readings, any amended 3rd readings, all conference committee reports, and every section of the budget, excluding all resolutions, recognitions, and congratulatory acts) that will be pre-filed for the upcoming legislative session.
B. Be it also resolved that the South Carolina Federation of Republican Women (clubs and members) actively solicit the support of their legislative delegation for passage of this crucial legislation.
